1 area of use
This standard specifies the types and basic dimensions, as well as technical requirements to state registration plates (hereinafter referred to as registration plates) installed on vehicles.
The requirements of this standard are mandatory.
1B - for passenger taxis, vehicles equipped for transportation of more than eight people (except for cases where said transportation is carried out on orders or to meet one’s own needs legal entity or individual entrepreneur)
2 - for car trailers (including rear trailers for motorcycles and scooters) and semi-trailers;
3 - for tractors, self-propelled road-building and other machines and trailers (semi-trailers) for them;
4 - for motorcycles, scooters, mopeds and snowmobiles.
3.2.2 Vehicles of the 2nd group
5 - for cars, trucks, utility vehicles and buses;
6 - for car trailers (including rear trailers for motorcycles and scooters) and semi-trailers;
7 - for tractors, self-propelled road-building and other machines and trailers (semi-trailers) for them;
8 - for motorcycles, scooters, mopeds and snowmobiles.

3.2.3 Vehicles of the 3rd group
The following types of registration plates are established:
9 - for passenger cars heads of diplomatic missions;
10 - for cars, trucks, utility vehicles and buses of diplomatic missions, consular offices, including those headed by honorary consular officials, international (interstate) organizations and their employees accredited with the Ministry of Foreign Affairs Russian Federation.
3.2.4 Vehicles of the 4th group
The following types of registration plates are established:
15 - for cars, trucks, utility vehicles, buses, car trailers and semi-trailers;
16 - for motorcycles, scooters, mopeds and snowmobiles;
17 - for cars, trucks, utility vehicles, buses and other vehicles of military units and formations under the jurisdiction of the Russian Federation;
18 - for tractors, self-propelled road-building and other machines and trailers (semi-trailers) for them;
19 - for cars, trucks, utility vehicles, buses and other vehicles that permanently leave the Russian Federation, as well as for other cases determined by the Ministry of Internal Affairs of the Russian Federation.

3.2.5 Vehicles of the 5th group
The following types of registration plates are established:
20 - for cars, trucks, utility vehicles and buses;
21 - for car trailers (including rear trailers for motorcycles and scooters) and semi-trailers;
22 - for motorcycles.

3.3 The structure of registration marks should be as follows:
Type (single line) - M 000 MM 55 or M 000 MM 555; - type 1B (one-line) - MM 000 55 - type (one-line) - MM 0000 55;- type (two-line) - 0000 MM 55;

3.4 On registration plates of types , 1B , , 4-6 , 8-10 , 15-22 there must be the inscription “RUS”. Registration plates of types 16-18 must bear the inscription "TRANSIT". On registration plates of types , and it is additionally allowed to have an image of the State Flag of the Russian Federation.
Note - The image of the State Flag of the Russian Federation should be a rectangle with equal horizontal stripes: the top stripe white, average - of blue color and the bottom one is red.

3.5 The main dimensions of registration plates, the location of the inscriptions “RUS” and “TRANSIT”, numbers, letters and edging on the front side of registration plates, the dimensions and location of holes for attaching the registration plate to the vehicle must correspond to those shown in Figures A.1-A.22 Appendix A. If there are types and images of the State Flag of the Russian Federation on the signs, the inscription “RUS” is placed in accordance with Figure A.23 of Appendix A.

3.8 The shape and character of the numbers and letters used on registration plates (types 1-10, , 19-22) must correspond to Figures B.1 and C.1 of Appendices B and C, and the thickness of the lines of numbers and letters (including the thickness of the edging ) - values given in table 1. The remaining dimensions are established in the design documentation for registration plates, agreed with the Ministry of Internal Affairs of the Russian Federation.

4.7 Requirements for coating the field of registration plates (except for signs with a reflective coating and printed signs)
4.7.2 Impact strength of the coating is at least 40 cm according to GOST 4765.

As we can see, the liability of drivers for seemingly identical violations is becoming more stringent. In order to understand this issue and determine the difference, we need to refer to GOST for installing license plates on a car.
GOST for installation of license plates
Approved by Resolution of the State Standard of Russia dated June 29, 1993 N 165 (Date of introduction 01/01/1994). The state standard of the Russian Federation imposes requirements for the installation of state registration plates on vehicles (Appendix I).
According to this requirement, each vehicle must have:
1) Places for installing registration plates.
- - one front and one rear – on cars, trucks, utility vehicles and buses
- - one rear – on other vehicles
2) The front registration plate must be installed along the axis of symmetry of the vehicle. It is allowed to install the front registration plate to the left of the axis of symmetry of the vehicle in the direction of movement of the vehicle.
3) The registration plate must be installed perpendicular to the longitudinal plane of symmetry of the vehicle with a possible deviation of no more than 3 degrees.
4) The registration plate must be installed in such a way that dark time day, it was possible to read it from a distance of at least 20 meters when illuminated with a standard flashlight ( lanterns) vehicle sign lighting.
Note: This requirement does not apply to the inscriptions “ RUS" And " TRANSIT", as well as the image of the State Flag of the Russian Federation.
5) It is allowed to attach signs using frames. Bolts, screws, frames must not block or distort the inscription “ RUS", image of the State Flag of the Russian Federation.
6) Reliable fastening must be ensured throughout their entire service life using frames or other transitional structural elements.
Prohibited:
1) Registration plates must not reduce the angles of the front and rear overhangs of the vehicle, cover external light and signal devices, or protrude beyond the side clearance of the vehicle.
2) It is prohibited to drill additional holes on the registration plate for attaching the plate to the vehicle or for other purposes. If the coordinates of the mounting holes of the registration plate do not coincide with the coordinates of the mounting holes of the vehicle, the signs must be attached through transitional structural elements.
The Technical Regulations on the safety of wheeled vehicles, approved by Decree of the Government of the Russian Federation of September 10, 2009 N 720, additionally provide for:
1) The state registration plate must be visible in a space limited by four planes forming visibility angles of at least: up - 15°, down - 0...15°, left and right - 30° (see picture).
Prohibited:
1) Use bolts or screws to block the frame of the letters, numbers, edging, or inscription “ RUS", as well as an image of the State Flag of the Russian Federation.
2) It is not allowed to cover the state registration plate with organic glass or other materials.

Of course, you can buy decorative bolts for the number, but you know, they don’t always look good. Sometimes, on the contrary, for some reason manufacturers stick reflectors on them. And they are not cheap (up to 500 rubles), so today I will tell you two practical, aesthetic and inexpensive way mounting license plates...
Let me make a reservation right away: we will strengthen the plastic license plate holder. Because this holder is now installed on 95% of cars.
Before attaching the car number plate, you need to practically fix the back wall of the plastic holder. The back wall is plastic and sometimes it is this that breaks, that is, the number falls off along with the plastic holder completely.
To begin, we secure the back wall; usually two washers are enough, which are installed under the screws. Let's look at the drawing.
The entire back wall has been strengthened, now it will not get lost due to movement or contact with obstacles, such as snow. Yes, and it will be more difficult to rip it off.
Now we fix the number itself. First, let's assemble the structure.
We insert the number into the grooves and close it with a plastic cover. Now you can attach the numbers.
First way
The first method is practical, but not so aesthetic. Plastic cords that tighten the number on the sides will help us here.
Everything is very simple. Insert into the holes and tighten the harnesses. We cut off the excess. Very practical, this way the number won’t fall off. But it could have been more beautiful.
This method can be used, but the aesthetic component of such fastening leaves much to be desired.
Second way
Also practical, but also aesthetic. For this method, we need to buy a “VAZ 2108 tailgate trim piston”, they are used on VAZ, it costs pennies to attach the trim. Made in the shape of a Christmas tree. Here is a photo.
Before attaching, you need to cut off the excess, because they are longer than the thickness of the number, we shorten them a little.
Then we simply take and insert these fasteners into the holes of the plastic holder, then simply press down. The fastener goes in, but does not come back out and firmly secures the car number plate. Thus, we achieve practicality and aesthetics.
5000 rubles fine or deprivation of the right to drive vehicles for a period of 1 to 3 months can be obtained upon meeting with a traffic inspector for the absence of at least one license plate on the car while driving on the roads or for deliberately hiding even one number or letter on the license plate. The same punishment can be received if license plates are installed incorrectly, for example, if even one of them “looks” at the asphalt.
Driving a car without traffic license plates is only allowed for newly purchased cars within 10 days from the date of purchase. But if the license plates are received before the expiration date, then you can drive the car without violating the rules only after attaching them to it. Therefore, before going to the State Traffic Safety Inspectorate for license plates, you should take care in advance of installing their mounting frames or another method of installing them on the car.
A 500 ruble fine or a warning can be received if it is impossible to see even one letter or number on a license plate from a distance of 20 meters due to natural contamination - dirt or snow getting on the license plate. If you are stopped by an inspector and there is a suspicion that the license plates of the car are dirty, then in order to get off with only a warning, you need to first wipe the license plates with a pre-prepared napkin before communicating with the inspector.
You should not agree with the inspector when he tries to equate the contamination of car license plates with their absence and the imposition of a fine of 5,000 rubles or deprivation of rights for up to three months. This is an illegal requirement. The maximum penalty under the law for such a violation can only be a fine of 500 rubles.
Therefore, in order to avoid imposition of a fine or deprivation of driving privileges, it is necessary to correctly and securely attach the license plate and promptly clean its surface from dirt.
How to remove the plastic holder
license plate number from the car
One day in winter frosty morning, while clearing snow from the car, I discovered that the plastic holder for the front license plate of the car, which had served faithfully for more than seven years, had a cracked frame, and several lower clamps had come out of their grooves. The license plate at one of the lower corners protruded from the frame at the bottom and was held on “on my word of honor.” I was lucky that I discovered the breakdown in time, since on one of the potholes while the car was moving, the number plate would have definitely fallen out of the holder.
On severe frost The plastic of the holder has lost its elasticity, and an attempt to secure the frame at its base using standard clamps was unsuccessful. There was no time to carry out repairs and the license plate had to be temporarily secured using two plastic clamps threaded through the holes provided for fastening in it and the frame. The reliability of fastening with clamps was in doubt, so at the first opportunity I started repairing the license plate holder.
The license plate is secured in the holder using a movable frame. Its upper part at the base is held by elastic plastic loops, which makes it possible to move the lower part of the frame slightly to the side when installing the number at the base of the holder. The photo shows the loop that broke in my number holder.
After installing the number in the base of the holder, the lower part of the frame in its base is secured using several latches shown in the photo. In order to remove the license plate from the holder, these latches must be disengaged one by one using a flat-head screwdriver.
After removing the license plate, access to the screws securing the license plate holder opens. As you can see in the photo, the holder on the car bumper is secured with two screws.
In order to remove the plastic holder from the car bumper, simply unscrew the self-tapping screws using a Phillips screwdriver.
Repair of plastic license plate holder
with your own hands
The license plate holder has been removed from the car, and now you can repair it yourself in a workshop.
As you can see in the photo, the cracked part of the frame is several millimeters thick. Therefore, it can be repaired by combining two technological methods - gluing and reinforcement with metal brackets.
Gluing the cracked part of the frame will not provide high reliability, and is only necessary for the convenience of installing brackets. In order not to wait for a long time, gluing was done using fast-setting Super Moment glue.
Next, using an electric soldering iron, the joint was reinforced with two brackets made of copper wire for electrical wiring with a diameter of about 1 mm.
The brackets were recessed into the plastic flush with the surface of the frame and became almost invisible. For clarity, the photograph shows brackets that have not yet been melted over with plastic. Repair using thermal reinforcement of brackets in plastic provides a complete guarantee that the connection will never come apart.
To repair the plastic loop located on the top of the license plate holder, we had to use a slightly different technology.
Before the repair, the movable part of the license plate holder was fixed in its base and the crack was repaired using an electric soldering iron.
But reflow repairs cannot ensure a reliable connection, so an additional specially shaped bracket was bent from a paper clip, as shown in the photograph.
The bracket was recessed into the body of the plastic, and all that remained was to level the surface with sandpaper. Despite the rigidity of the connection, the lower part of the frame tilted freely a couple of centimeters, which is quite enough to tuck a license plate into the license plate holder.
But the unexpected happened. The frost outside was more than 25°C, and after attaching the license plate holder to the car's bumper, it was impossible to attach the license plate to the holder. The plastic lost its elasticity from the cold, and the latches did not want to lock. I had to use plastic clamps again.
Making a metal holder
DIY car license plate
Since it was not possible to secure the license plate in the plastic license plate holder after it was repaired in the cold, I had to make a new license plate holder with my own hands from scrap material.
There was a suitable sized aluminum plate with a thickness of 2 mm available, and it was decided to make a homemade license plate holder from it. Aluminum is lightweight, durable, easy to process and does not oxidize when exposed to atmospheric precipitation. Dimensions were taken from the license plate and the drawing presented above was made.
The size of 150 mm was chosen based on the holes in the car bumper made earlier to secure the plastic license plate.
The number holder was cut from the sheet using a hacksaw, the corners were rounded with a flat file with a coarse notch. The holes are drilled using a drill with a metal drill. All that remains is to install the homemade license plate holder on the car bumper and secure the license plate to it with screws.
When attaching the license plate holder to the bumper, a difficulty arose with the screws. Since the license plate must fit tightly to the plane of the license plate, we needed plastic self-tapping screws with a countersunk head, a large thread pitch and so that the threads start at the head itself. Finding such a screw turned out to be problematic, but I remembered that in the computer power supply the cooler in its case is screwed with just such self-tapping screws with a diameter of 4 mm. I unscrewed the screws from the burnt out power supply.
A self-made license plate holder was screwed to the car bumper with self-tapping screws. For more reliable fastening, you can use screws with metric threads, threaded through the bumper, and screwed into nuts with wide washers located on the inside of it.
Although, according to the Requirements for installing state registration plates on vehicles, bolts or screws with heads that have the color of the sign field or light galvanic coatings must be used to secure them, I did not have any screws with beautiful heads on hand that meet these requirements. Therefore, I used it with a dark coating, since the diameter of their heads is only 3 mm larger than the holes in the license plate and at a glance it is practically not noticeable. In any case, the State Traffic Safety Inspectorate employees do not ask questions.
The screws used were M6 with a thread length of 10 mm, with a spherical head for a hex bit. To prevent spontaneous unscrewing threaded connection A spring washer of the Grover type was installed between the nut and a simple washer.
Now government number It stays securely on the car and looks elegant. I plan to soon replace the plastic fastening holder with a homemade one and rear number.
The registration number of a car is not just a detail, but a symbol that allows it to be identified. Sometimes this forces some drivers to manipulate it, modifying or hiding it. The reason for installing non-standard numbers is also the desire to stand out. But for this originality they can be fined a considerable amount or punished even more severely.

The appearance and installation features of the car license plate are regulated by GOST R 50577-93. The sign must meet several requirements:
- correspond to the vehicle type;
- be located on a vertical surface exactly relative to the axis of symmetry of the car or slightly to the left of it;
- the angle between it and the longitudinal plane of the vehicle must be 90 degrees, deviations are possible by no more than 3 degrees;
- the same parameter value should be adhered to relative to the supporting surface, but an error of 5 degrees is allowed;
- the bottom line of the sign must be at a height of at least 300 mm from the horizontal plane (for motorcycles - 200), and the top line - 1200 mm (an increase to 2000 mm is allowed);
- All characters in the number are clearly visible, human readable and a video recording system;
- the distance from which it should be visible in the evening or at night is 20 m, for this purpose they fix it near the sign lighting in accordance with GOST R 41.4;
- The number must be fixed with bolts or screws of the same color as the main field, or light ones;
- It is permissible to use frames for fastening;
- the sign must be clearly visible at angles of 15 degrees when viewed from above and below, 30 degrees when viewed from the right or left;
- The letters and digits of the numbers must correspond to certain sizes and writing features specified in GOST;
- The fixing elements of the signs should be secured as securely as possible to prevent them from falling off during movement.
Incorrect license plate installation
Sometimes drivers are sure that the registration plate on their car is installed correctly, but in reality this is not the case. Frequent deviations from the norm for which penalties are imposed are:
- additional holes in the license plate made for more secure fastening or other purposes;
- blocking the vehicle's lighting devices with a symbol;
- the size of the sign protruding beyond the boundaries of the side parts of the car;
- blocking with fixing devices the number of symbols, including edging, the inscription “RUS” or a flag;
- devices that make it impossible to view the components of a sign;
- fastenings that differ in color from those permitted or have a reflective surface;
- font of numbers and letters that does not correspond to the standard one.
Violations concerning appearance numbers other than GOST are registered in “ Technical regulations" The document defines the features of safe use of the vehicle and contains a list of conditions under which it is impossible.
Places for fastening, incl. rear number
The registration plate is placed on a flat flat surface in a certain place:
- for trucks, cars, vehicles intended for passenger transportation, it is necessary to have a rear and front number plate;
- for everyone else, the norm is to mount the sign only at the back.
The plane to which plates with identification symbols are attached is vertical. Usually the number is set in its center, sometimes with a slight offset to the left. This feature of the permitted fixation is due to the fact that it should not block other nearby elements of the car from view. And the sign itself cannot be seen partially because of them, only completely.
Sometimes there is no designated place for a license plate on a vehicle. But the signs still need to be fixed in accordance with GOST.
Anti-vandal frames and rules for their installation
License plates are often removed from cars for profit or other purposes by criminals. 
To prevent this from happening, owners install devices that can protect against theft. Anti-vandal frames make it almost impossible to remove the numbers.
But they can also lead to the driver being fined or having his license revoked. Protection must be selected and installed so that the sign complies with GOST.
If the motorist does not have a goal, in addition to saving from thieves, to make its elements difficult to distinguish, the main difficulty is attaching the frame. According to GOST, for this purpose, you cannot drill additional holes for bolts in the plate itself. That is, it is allowed to use only such protection that will be attached using secret fixing elements or transition elements. For them, holes are usually made in the bumper of a car, which is not stipulated by GOST, which means it is allowed.
As for appearance, the main thing is that the frame:
- did not distort the numbers and letters of the number;
- did not crawl on them;
- did not reduce the edging (it should be 3 mm);
- did not reduce the size of the flag;
- made it possible to identify the region code.

Fine for incorrect license plates
Punishment for a registration plate that does not comply with the requirements of the law is imposed under Article 12.2 of the Code of Administrative Offences. But it consists of several sections. And the driver does not always correctly assess the degree of his guilt for a violation in this area, therefore he deliberately ignores the requirements for the sign. The punishment for it is in the form of:
- A fine of 500 rubles. for a dirty room, if this prevents you from examining its individual elements or its entirety. Often traffic police officers replace such a measure with a warning, which is also possible under Part 1 of this article. Those who have installed non-standard numbers, for example, with a different font, too narrow or wide border, other violations, unless they are provided for in other sections 12.2 of the Administrative Code.
- A fine of 5,000 rubles. or deprivation of driver's license for 1 - 3 months. The penalty is imposed for driving a car whose license plates are not installed in the correct place, are modified, or have devices that make it difficult to identify the vehicle.
- Forced payments of 2500 rubles. (for citizens), 15,000 - 20,000 rub. (For officials), 400,000 - 500,000 rub. (for legal entities), if a car is knowingly installed with someone else’s or a fake number. A penalty is imposed if a car with a false sign has not even had time to participate in road traffic.
The strictest measure is taken for those who drove a car with someone else's or non-existent number plate. It is regulated by Section 4 of Article 12.2 of the Code:
Driving a vehicle with knowingly false state registration plates entails deprivation of the right to drive vehicles for a period of six months to one year.
What kind of fraud with license plates can get you a fine?
Drivers use many tricks to hide the sign or distort some of its elements. They are not as harmless as they seem. And they fall not under the 1st section of Article 12.2, but under its 2nd part. What motorists use to hide their license plate number from video systems:
- Infrared light devices. They are placed in the frame of the sign so that the radiation can fool the camera, preventing it from reading the numbers. Backlighting is needed here, but it should be white and installed so that the sign can be clearly seen. And infrared lights do not interfere with modern cameras’ vision, but they themselves are clearly visible to them. Therefore, a fine here is inevitable under Part 2 of Article 12.2.
- Folding numbers. The point of the invention is that they look like ordinary cars at low speeds. And if it rises, the sign folds like an accordion, and it is impossible to read it. But this is also a violation, since additional accessories, interfering with license plate recognition are unacceptable. The minimum that the driver will receive is 5,000 rubles. fine
- Reversing sign. If you attach it with a spring to the speedometer, when you gain speed, the entire plate changes position relative to the support. This will prevent a high-mounted camera from seeing the numbers. But for a system attached to a traffic light, reading will remain accessible, as will detection of the trick used by the driver.
Inverted frame for car license plate - Magnetic devices. The devices consist of two parts. A metal plate is attached over the number, covering part of the symbols. And a magnet is installed under it, the effect of which can be neutralized by pressing a button in the cabin. The plate is removed and the number becomes visible if necessary. But such a maneuver can be photographed by a traffic police officer and presented with Part 2 of Article 12.2.
- Transparent or thick film, mesh. The most simple ways hide the sign are the most hopeless. The video system identifies it even if the symbols are sealed. And the traffic police officer will fine you 5,000 rubles without reservation. or take away your rights.
- Inverted digits of the number. For example, the front sign is placed as it should, but the rear sign is upside down. It seems that there is no violation here at all. But it exists and the problem is that reading the number is difficult. Nevertheless, the video system reads the signs and detects their discrepancy between the front and rear.
- Curtains. By pressing a button, the registration plate is covered with a plate that slides over it and is also removed if necessary. But the second part of the process happens slowly; the traffic police officer will be able to photograph it and accuse the driver of violating it.
Car curtain frame - Reflective coating. Not only prohibited, but also a useless way to hide from a video camera. Modern systems control, such varnishes and paints will not interfere with recognizing all the numbers. And a driver using them will definitely receive a fine if he is stopped by the traffic police.
The correct registration plate is one of the signs of a disciplined motorist. A law-abiding driver has no need to manipulate him. And if he is noticed in this, he should expect closer attention from the traffic police than others.
